Crown Prosecution Service 

The Crown Prosecution Service employs 6000 people prosecuting criminal cases in England and Wales. As well as a Head Office in London, it operates out of 42 areas. All 42 Chief Crown Prosecutors (CCPs) reported directly to the Director of Public Prosecutions, along with the Directors of the Head Office Directorates. There were quarterly meetings and a Board with a rolling cast of CCPs. The issue was: how do you communicate with and listen to all these direct reports?

People in Business held individual interviews with a range of CCPs and Head Office Directors and their senior staffs and reviewed procedures and minutes of meetings. We then fed back the collected views to one of the quarterly meetings, discussing recommendations.
This work helped to clarify the roles of Head Office and Areas and to change the decision-making and communication processes to ensure consultation was less time-consuming and communication more engaging.

Following the announced retirement of the Director of Public Prosecutions we were also commissioned to make recommendations about how the role might be changed with the appointment of his successor. People in Business interviewed a number of high level stakeholders, both within the Service and elsewhere in the Criminal Justice System before making recommendations on the balance of roles and responsibilities between the Director and the Chief Executive. This included changing the reporting and performance management structures for the Areas, thereby freeing the DPP for more legal and external-facing work.
